Last time I checked SPR was at 95%.
Not sure what the true “maximum” number is.
As for rail cars, they’re on shortage with a big production backlog so I don’t expect many to be sitting around as storage vessels.
If domestic production drops due to the price, these tanker cars would start to become idle. If they are idle they can be used for storage.
