A substation here is where all the transformers are. After long periods of no rain dirt and dust builds up on them and as soon as it rains they ‘short’ out. Happens here all the time too. Every single time it rains when it hasn’t for awhile bam! our power goes out.
so ... in a sensible Alternate Universe.... they probably have an electric supply company with regular, ongoing, sensible Maintenance of its major supply and delivery systems...
just imagine THAT!
