Issuing an executive order for any number of illegals to not be deported is de facto amnesty.
The Congress has already surrendered the power of the purse to the executive branch and violated the Constitution itself. Pre-2008 thinking will not serve here.

No, issuing an executive order not to deport is not amnesty, it is a temporary stay in deportation.
You do know that executive orders can be undone by the next President?
