Well, maybe... but really they should have been machine gunned long before getting close enough. Cole did not have anywhere near deck guards or manned boarder repelling crew— which should be on any of our ships in a foreign port.

ie. they rubber boat should have been blasted by 20mm outside the perimeter of buoys.

Yes it should have been blasted by a Gunner. Several things were wrong. That and the fact it was two days out from help and in earlier times would have fueled at sea either via a USNS Oiler or a larger USN ship close by. We refueled many a smaller ship at sea.
