No, not that Executive Order - not the one he never signed about immigration.
No, in this one he declares a day off for the Feds the day after Christmas.
By his authority he orders all departments and agencies of the Federal Government closed the day after Christmas.
For those wondering about the immigration Executive Order, it never happened. He signed two Presidential Memoranda that day, Nov. 21, in Las Vegas. Not an EO.

These Memoranda seem pretty tame. So what is the big deal?
The big deal is here, found on the Homeland Security page. Jeh Johnson is putting forth directives, they are actually dated Nov. 20, 2014 which was the day before Obama signed his Memos.

The President asked Secretary Johnson and Attorney General Eric Holder to undertake a rigorous and inclusive review to inform recommendations on reforming our broken immigration system through executive action. This review sought the advice and input from the men and women charged with implementing the policies, as well as the ideas of a broad range of stakeholders and Members of Congress from both sides of the aisle. Our assessment identified the following ten areas where we, within the confines of the law, could take action to increase border security, focus enforcement resources, and ensure accountability in our immigration system.
They call this "Executive Action", which leads to the mistaken impression that Obama signed an Executive Order.
There are ten Executive Actions described and 12 associated memoranda from Jeh Johnson, each signed on Nov. 20, 2014.
They call it "Fixing Our Broken Immigration System Through Executive Action".
It is hard to know just exactly what is happening in the mixed-up world of incompetent and agenda driven media and devious political machinations.
I hope this helps people know what they are doing and how so it can be discussed and addressed in the proper context.
Obama shuts down government!
He did a great thing for the country. When the government is not at work they can’t do anything to screw up the country. They should be off 4 days a week.
Many of those federal “workers” will take adjoining days off so they can further stretch the time away from the office. Feds often do this around the numerous holidays they get. They’re also pretty good at stretching snow days in DC. Your tax dollars at work.
Bill Clinton and George W. Bush also did this on either Monday before or Friday after Christmas. I think that Carter, Reagan and GHW Bush did as well.
Some Feds already scheduled leave for that day if they had “use or lose” time. Lots of others already have it as a RDO (regular day off) if they work 9 or 10 hour schedules.
Many agencies required that use or lose for December / January had to be prescheduled by the end of last month. So they don’t really get this extra “day off”.
I thought Obama was ANGRY at the evil Ted Cruz and right wing Republicans who were threatening to shut down the gub'mint. Preemptive strike?

What you wrote is on target. The DC fascist bureaucrats don’t need Buckwheat’s EOs. The fascist bureaucrat scum will carry out Buckwheat’s fascist program because they are fascists. The bureaucrat fascists need to be reminded that they live in our neighborhoods and we know where they live.
He can’t give a day off with pay. He did the same thing that has been done by other Presidents and what was done for this past Thanksgiving, you had a choice of using vacation time, credit hours or leave without pay.
