I’m sure he did good work, but he was not there serving the American people.

The rescue attempt was a courtesy, not a responsiblity.

True, but the US has a track record of helping out non-employee citizens in trouble (right or wrong, remember the 1-year old on a sail boat rescue? http://www.foxnews.com/us/2014/04/07/parents-sick-1-year-old-defend-taking-kids-on-boat-trip-after-navy-rescue/
