Broun (R-Ga.) suggested the proper payback to President Barack Obama’s unilateral move on immigration reform might be to not allow him to deliver his State of the Union address in the House chamber in January. But House Speaker John Boehner (R-Ohio) nixed the idea to deny Obama his annual bully pulpit, saying he doesn’t want to stop the president from talking about his ideas.

Boehner’s comment, not in this article extract, was pretty funny, too. He said (paraphrasing) “the more the president talks about his ideas, the more his popularity declines. Let him keep talking.”
The Constitution doesn't require that the President provide this information in-person at a joint session of Congress.
George Washington delivered the first regular annual message before a joint session of Congress on January 8, 1790, in New York City, then the provisional U.S. capital. In 1801, Thomas Jefferson discontinued the practice of delivering the address in person, regarding it as too monarchical (similar to the Speech from the Throne). Instead, the address was written and then sent to Congress to be read by a clerk until 1913 when Woodrow Wilson re-established the practice despite some initial controversy. However, there have been exceptions to this rule. Presidents during the latter half of the 20th century have sent written State of the Union addresses. The last President to do this was Jimmy Carter in 1981.

Actually, I believe that it is one of the duties of the PTOS that the constitution mandates; the president must give a state of union report to congress each year.
Until 1913, it was a letter delivered to Congress and read by the Clerk of the House. Wilson changed it to a major event in 1913.
The best way is not to confirm any of his judges. since they like him obviously do not believe in the constitution. And not give any corporations and Chamber of Commerce types any tax cuts or corporate benefit legislation until the border is secure.

3. Toss paper airplanes at him.
4. Yell “BOOO!”
5. Sing really loud “God Bless America.”
6. stand up and start yelling questions at him—
7. heckle him as he speaks —yelling “Bull sh*t”.
8. Turn their backs on him—No Claping at all!
9. Just walk out!
