There are just not enough customers with enough money to support the critical mass of quality merchandise to keep the customers coming in to buy more quality goods and higher margin goods. There are also too many big box discount stores offering competition that did not exist in the heyday of department store chains.

What they should do is train their 9 dollar employees to stand out front and push people into their stores.
