While the state of California can only pursue criminal charges against Cosby
had the incident occurred in 1988 or after due to the statute of limitations,

Well. You can ask the Catholic Church about it. It has been sued for abuse that supposedly happened three, four and even five or more decades ago by people who have been dead for many years.

There must not be a statute of limitations on civil suites.

This being a civil suit, there is no statute of limitations. And the standard for finding against Cosby is a lot lower than a public prosecution.

I greatly doubt Cosby’s innocence.

What a mess.
