The Republicans can't put the bill on his desk right now. Not without the help of 15 Democrats in the Senate -- which won't be forthcoming.
That will have to wait until January -- when it will take only six Democrats.

I think Senator McConnell should change the Senate’s “Rules” so Harry Reid can’t use the “60-vote filibuster” to block reasonable new laws. Instead, Congress needs to pass short, easily understood laws that roll back government overreach and set our economy free.
Then, dare Obama to veto them.
Let Obama explain why cone-heads in DC should be allowed to “regulate” our mud-puddles.
Let Obama explain why losing the 200,000 jobs arising from building the Keystone Pipeline is a “good” thing.
