Last year, Reid would not allow votes on funding individual parts of the government. If this passes, the GOP can put pressure on Obama via funding of DHS. Obama won't be able to have a 'dog and pony' show of the Gov't shutdown, since only a tiny part would not get funded.
They need to add EPA. That’s an election issue and economic issue worth fighting. Now’s the time to show just how much damage worrying about parts per billion is causing the economy.
