The Republicans will make a lot of noise but they have pre-emptively eschewed the use of defunding which is the only tool they have that they can use. Everything else they might do in Congress is subject to Presidential veto. The Republican Party has pretty much announced that they will act as Obama’s noise machine, nothing more.

Congress created those agencies. Congress can shut them down or even uncreate them.
