A Gregg County grand jury declined to return indictments against three officers involved in the shooting of Justin Aguilar on March 9, 2014. The grand jury's decision means that under Texas law no criminal charges will be filed. Aguilar died from wounds sustained after he was shot by Longview police following a gun battle with officers.

Having a hard time googling it since everything is coming up about ferguson now. But I’ve certainly seen that the vast majority of regular citizens get indicted and it seems police very seldom do.
