You may contend they have "voided" the agreement, but I see no evidence they have VIOLATED it.
Their part of the bargain was also to remove nukes, heavy equipment and RUSSIAN/foreign troops from the old Warsaw Pact countries of Eastern Europe. They have done so and not returned.
In deference to what I THINK you may alluding to...the Russian aggression in Ukraine in contravention of the Budapest Agreements.
And there's no doubt Russia is in full violation.
Does that mean we should abandon a treaty that reunited Germany and freed the rest of the Warsaw Pact countries of Eastern Europe?
Is it worth the risk of a future Russia landing a dozen nukes in Eastern Europe...no matter how unlikely the risk may be?
I say honor the Two plus Four agreement and still beat them. That way some crazy General doesn't have an excuse to go off his meds and break something.
And, I don't think it serves US interests well to poke the Bear with a stick just because we think we can.
