Maybe someone misunderstood him when he said “Burn it down” and thought he meant his church.
I'd think that a savvy businessman, who had a pretty good idea of what was coming, could clear out the store of high-quality merchandise and stock the shelves with damaged or low-demand products to clear out his inventory of dead stock and problem merchandise... billing the insurance company once the inevitable riots hit.
But maybe I'm just Machiavellian. And, of course, NOTHING excuses what happened there. Who loots a Family Dollar Store, anyway? And what would Walgreen's have that would justify this?
