I noticed they said he was charging like a football player with his head down.

That’s “Spearing” and a 15-yard penalty. Didn’t he realize that he could have broken his neck?

In the legal context, 'charging' means 'loading onto' or 'burdening' a suspect with accusations of having violated the law.
