I don't understand something. How will the last state get rid of the leeches? They are pretty much unemployable.
Note also that leeches are not extraterrestrials that once came to this Earth and there is only so many of them. Leeches are formed within the society as soon the society becomes rich enough to support sick and infirm. Then the boundaries of the needy class quickly expand to include pretty much anyone who wants to be included, all under the pretext of "we must be kind to those poor people..."
The last states won’t get rid of them.
It would be a high-stakes game of musical chairs.
The rump state that is left would be a pariah among nations.
A den of rascals and thieves.
