Vallandigham was a former Congressman and a noted Copper Head. He was arrested by military authorities for inciting soldiers to desert their posts in a time of war.
Lincoln ordered him to be released and sent South to the Confederates.
Mayor Brown, U.S. Congressman Henry May, the city council, the police commissioner, and the entire Board of Police, were arrested and imprisoned at Fort McHenry.
