I can grant that. However I don't understand why he would completely screw over black AMERICANS with this EO.

Because it's hundreds of millions of Hispanic non-whites who live just across our southern border. If Asians or Africans or Arabs lived there, Obama would let millions of them come in illegally and allow them to stay.
He would not allow East Europeans or white South Africans to come in by the millions and stay. There would be strict enforcement of immigration laws.
They are all trying for what they think will be a majority of non-whites who will take political control of the US and have what they were never able to create in nations where they have been the majority: a wealthy and successful nation.
That dream is far more important to minority 'leaders' than any short-term plight of their people.
Marxism is about revolution and destruction of the bourgeois class. Race is just one of the communists' covers/tools. Obama would sacrifice a millions blacks to achieve a marxist revolution.
