Because I can't prosecute every drug related person, there are so many, I'm going to focus only on dealers. Users are not going to get prosecuted. Also, because I'm prosecuting dealers, I'm giving the users a reward since I'm not prosecuting them. I think I'll give them each a car.

All on the taxpayer dime.

We are going to focus only on criminal illegals and not prosecute run of the mill illegals. Also, because we're prosecuting only violent criminal illegals, the run of the mill illegals get the reward of green cards, social security, and other benefits.

Because of prosecutorial discretion illegals qualify not only for non-prosecution but also for rewards and prizes.

That's just about the damnedest logic I ever heard in my life.
