Ferguson is majority black....and blacks sadly have an extremely high rate of criminal activity relative to other races.....
Stop arresting black criminals and Ferguson will quickly become 100% black. Functional law enforcement is a requirement for white people to live among black people.
Judging by murder statistics, blacks commit crime at almost 10 times the white rate, so one would hope to see almost 10 times the arrest rate.
