It isn’t just illegals or legals, the world has billions of people ready to move from their current life on dirt floors and bordering on starvation as they work to survive, that would move here whether there is welfare or not.
Who wouldn’t prefer to struggle in a place with great infrastructure, clean water, utilities, stable government and law enforcement and greater safety and on and on, instead of a third world hell hole?
Besides, why play that game anyway, do you really expect an end to social programs anytime soon?
