It depends on your perspective. If you guy a 100k house in a neighborhood with an HOA .... yeah .... its probably pretty evil.
In this state no one can buy a house without knowing there are HOA covenants to deal with... if there are such covenants. Buying a house where there is an HOA is a choice.
