There’s nothing in the Constitution that says you have to have the votes in the Senate before you can impeach. Impeachment has power in its own right. It is the right thing to do and then it’s in the Senate’s court. Stop counting Senate votes before it happens. Make them vote. If you don’t, you’re letting them off without putting their necks on the line.
