From what I recall,Ms.Obama has to report the a acceptance of that gift to a Federal Agency.I’m not sure which one but she’s required by law to report it.

Gifts are reported and turned in. While they may be given personally, they are actually given to the office. They are not personal gifts. . .not supposed to be anyway. . .

Haven’t presidents traditionally donated such gifts to the Smithsonian? Read the story. They cannot donate what they do not own. Gifts given to presidents and first ladies are the property of the U.S. and not the recipient. Unless he or she chooses to buy them from the government at a fair market price.
