A slap in the face isnt assault? Boy, are you mixed up. What happened here is the citizen assaulted the cop's hand with his face.

As slap CAN be assault. If it results in an injury. That video shows harassment. Harassment may include physical contact including a punch, slap, or kick. If there is no physical sign of injury (or a complain of pain) then it does not reach the level of Assault 3, which is a misdemeanor.
Technically if this guy had said, you just slapped me and my face is now red and swollen and it hurts, it could have been assault. And then the cop would have said it was necessary force due to the suspect resisting. Which the video shows to be false. I'm all in favor of filming the police. I've been filmed numerous times in the course of my duties. It has actually helped in some instances.

It’s harassment, which is a summary offence.
For it to be assault, physical damage has to be demonstrated. A skull fracture, or concussion, as an example.
