How does a post mark work?

I worked the Anchorage Post Office

One year during the Election I found the wrong date on the canceling machine. The floor supervisor was not concerned when I told him. I found out later that the maintenance Mach of the day was told to do this. An upside down 6 becames a 9. and ballots are late. These ballots were part of a court case. The argument was that the state division of elections stamped the incorrect receipt date. Oh on that year the ballots had to be post marked by the 7th.

IMO many elections in Alaska were won at the post office.
