No, I'm saying that if pot is legalized the cartels can't "recover that lost revenue by increasing/improving their heroin/meth/coke trade" because they can't force people to buy and use their products.

And legalizing any drug (with non-excessive taxation) will not give the cartels license to do as they please, but will reduce to negligibility their involvement in that market - just as legalizing the drug alcohol reduced to negligibility the bootleggers' involvement in that market.
