wiki explained about recognizing and funding a "smooth" transition for a president-elect and staff as the purpose but admitted that no one before had turned it into an office.. IIRC the MSM employees treated Obama as though he was now the real president.
He was on TV so much the first few months that I was sure that Hollywood was busy developing a daily series to document his every breath. Kinda like the West Wing thing except it would be daily and it would be Obama as himself.
