Colossians 2:22 speaking of items intended to perish with use.

Biblically speaking a law prohibiting getting zonked out on something would pass muster. A law prohibiting the ownership of something with which one could get zonked out, would not pass muster. Again, the action, not the item with which the action can be carried out.

So now you’re saying the Bible is pro-pot?

What he's sayinig is clear to anyone with a high-school education ... "pro-pot" is your simpleminded demagogery.
