This “nurse” is way too off balanced to be any reliable sort of medical professional. Give her an ultimatum: 21 days quarantine, or 21 days lock up in jail, and there is NO bail!
That doesn’t have particularly much bite. Anyone can endure 3 weeks of boredom with a roof over their head and food on the table.
