It can be de-funded with 51 votes though.
If I recall correctly, every bill must go across the president’s desk. He would veto that as well. If the congress refused to budge and the president refused to budge, we’d be where we are now....no budget and utilizing debt limits and spending targets.
No real change until we get a president and congress from the same party.
What we need is a budget amendment...everyone always asks for a balanced budget amendment. But we don’t even have a budget requirement in the constitution. That’s why they can operate without a budget.
All the constitution requires is a spending report.
