Finns are not considered Scandinavians in the Mainstream; at best ‘peripheral’. Mainstream Scandinavians are Denmark, Sweden and Norway. Although Finnish language has many similarities to Swedish, as do some of the cultural aspects. But, Finland is considered more a Nordic country than ‘Scandinavian’.

Correct! Finland falls under Nordic which also includes all Scandinavian nations
