That’s an excellent question and I haven’t the slightest idea. I understand Houston is fairly liberal now but I wouldn’t think they’re commie leftists.
Mayor Porker has been in city politics for a long time.
She got elected mayor with name recognition and a lot of help from Acorn and SEIU types. She kept her lesbian/gay agenda under wraps until she got into her third term and is term limited. She feels safe to let the mask down now.

The Houston city limits are gerrymandered to ensure democrat control of the city inside a county with republican leadership in almost every office.
It is like that in many big cities, if the GOPe was not a bunch of spineless cowards, they would take action on this.
