They couldn’t move the body because of how many times there were gunshots in the near area. Or that the livery service was on staged nearby but told by the police not to come in because of the unrest. Unrest to the tune of at least five hundred pissed off people who were barely contained.
The emotionally immature and easily excitable created the whole damn mess, from start to finish.
There was immediate unrest? The pics showing the assaulted cop and another cop standing around his body seemed to indicate there wasn’t much going on. I can imagine after his body had lain in the street for over three hours that people got pretty pissed.
