Cultivation of the illegal poppy plant in Afghanistan has reached an all-time high following a $7.6 billion counternarcotics campaign paid for by the United States, according to government oversight investigators.

Problem with this is that the money was spent to IMPROVE the cultivation, harvest, and exportation of opium. Thats why we went to Afghanistan. Heroin use in the US exploded shortly after our arrival and continues to grow.
You cannot have a war on drugs without Drugs, Got it!
