The idea was to desensitize cops.

I can see that that was the motivation - but when they are so over the top (and virtual caricatures) I'd think that they'd have the effect of turning the cops against the people telling them to use these targets. Either that, or the lure of donuts and a gold-plated pension plan is stronger than I think.

the lure of donuts and a gold-plated pension plan is stronger than I think. To "protect" their pension and "serve" the union. JB agents of the state. Just "following orders".

Trust me, that scene from Robocop 3, where the PD all dropped their badges and quit, will never happen. LE aims moreand more to attract thrill seekers and those who like to push people around. They are not recruiting for ethical standards.
I have exchanges with a couple cops. One thing is clear, they have no regard to traditional police values. Andy Taylor has been replaced by Bufford T Justice.
