The Shadow Govt and Obama have the same objective, absolute power.
It’s republicans that actually want to decrease govt that have to fight against the Shadow Govt.
Liberals that want to increase govt control over people and the shadow govt are one and the same.
The IRS targeting the TEA Party as a way of getting the names of their political enemies is an example of the Shadow Govt at work.

Want proof: the NSA's domestic espionage. — Absolutely valid reason for disbanding the agency and cutting ALL intelligence funding until investigation is complete and proper safeguards in place. Even just gutting the agency, prosecuting the administrators and mid-management for the egregious 4th Amd violations would have been a huge publicly-supported move. — Yet they have done nothing.
Fast & Furious: multiple felonies, violation of international treaty, and the easiest Treason case to come along in seventy years — Not even a slap on the wrist.
The IRS's political targeting: even the people I know with liberal leaning know that it's bad juju to let the taxing-agency be so involved in politics (I think they remember Nixon) — the Republicans could have used that to REALLY investigate the IRS or, better yet, as impetus for a simple flat-rate system (which would remove that power from the IRS).
The Republican party holds the House of Representatives, and therefore holds the purse, yet they continue to fund ObamaCare.
Everything I've seen shows that the Republican party, as a party, does not want to fight against the Shadow Government.
