This currently derogatory term comes from World War II, when something was "good enough for Government work", it meant it could pass the most rigorous of standards. It was a mark of pride. It's a prime example of how far we have fallen in the USA in 70 short years.

I heard it 40+ years ago, applied to things that were done just well enough to get by.
