I remember Tom Clancy in the mid 1990s said “ for the longest time the US navies biggest question was : where are the Russians subs? Now we know where the Russians subs are and have been for some time: rusting in their harbors.”

The Soviets didn't have a problem knowing where there subs were.

As one Soviet admiral put it, "We just track the US P3s, and when they start circling, that's where our subs are.
