Actually, it is already law. I agree with your question on why Boehner is sitting on this. He and the rest of the Republicans should be out there daily, citing the law and the times in the past that Obama invoked it.
8 U.S.C. 1182(f) states [W]henever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he deems to be appropriate.
Obama utilized this provision in August 2011, to restrict the international travel and to suspend the entry into the United States, as immigrants or nonimmigrants, of certain persons who participated in serious human rights and humanitarian law violations. Preventing Americans from contracting Ebola, which the World Health Organization (WHO) notes has a death rate of up to 90% and has already killed at least 4,484 people in Guinea, Liberia and Sierra Leone, is every bit as important as preventing human rights abusers from entering the United States. They should be hammering this point.
