We're on the same page. By "low turnout" I meant a condition where "none of the above" wins some races. That is, out of 1000 ballots, 500 have votes for US Senator, for example. 1000 of them voted for mayor, or governor, or something; but a significant number refused to endorse the parties' selections for federal representation.

Such an outcome would be the inevitable short-term result of conservatives simply voting their professed principles.

Long term, such a consistent principled stance by conservatives would overwhelmingly prevail.
