Speaking of Ciudad Juarez, for awhile, one of those cartels would decapitate police officers’ and leave their heads in an ice cooler outside or near police headquarters. So, versus outright corruption of the police, I wouldn’t rule out the Cartels just scaring off legitimate police and taking over police departments.
This “Iguala” city must be a hellhole, they are finding a number of mass graves down there, it must be a regular killing fields.
Good for the protesters to protest.
