no, everything seems to be done willy nilly. How the heck can you allow between 100 to 150 Hot Zonians into this country without proper control each and every day?

Agreed, 100%. My only point is that these expedited measures don't have anything to do with bringing people in, but rather apply only to people who are already here. I have no problem letting people who are already here stay here, rather than sending them back to the hot zone.
