Just for curiosity sake, I wonder if the documents are a form of contract. If so, what do the signers get in return? The article reads as though signing is voluntary. I’d refuse to sign. Doesn’t mean I’d refuse to quarantine myself, but why agree to the contingency of punishment?

An "Agreement" under duress is not a valid contract anywhere.
