I am not a Florida legal scholar, I only know that the Florida Constitution specifically allows voter referendum on amendments to the Florida Constitution.

Do you play one on TV? ;-D Sorry, I thought you might know and save me the effort of <groan> doing my own research. According to http://ballotpedia.org/Laws_governing_the_initiative_process_in_Florida, "Florida residents may not directly initiate legislation or repeal legislation via veto referendum."
