Umm... Judging from news from nurses, Texas Presb. might be facing nurse rebellion? That could indeed be a factor here. Also, I believe that Dallas Presbyterian burned through 80% of its' PPE caring for patient #1. Hopefully these specially designated medical facilities are better equipped (and trained).
