Borders work if implemented properly. A nation that does not protect it's borders with a modicum of common sense is like a nurse that is sloppy with her "protocols", watches a man die of a horrific death, and then gets on a freaking airplane.

Here's a "protocol" the whole world could appreciate: A No-Fly zone over the affected countries in West Africa. The little, neighboring, third-world countries, like the Ivory Coast, have already shut down the land borders.
