PS The “West” is NYT code speak for GW and the USA.

The fact that there were medical consequences to handling those munitions indicates that their contents could have been placed in other shells and used. So the fact that they were old is of no significance. He had chemical weapons.

PS The West is NYT code speak for GW and the USA. They know that is how readers will interpret that even though European countries supplied most of Iraq's weapons and military infrastructure.
