I do not know the exact question asked, but I suspect it asked about Ebola contacts, not contacts with sick people. The CDC guidance specifically says to ask about Ebola contacts...I linked in a previous post but cannot find it now.
In any case, the fact that he said he came from Liberia, and showed up at the hospital with those symptoms, should have prompted the hospital to admit him immediately.
